Managing Health, Safety, Security, Environment and Quality aspects for the Plant and HSSE staff.
Proactively ensure the enforcement and promote Shams HSSE and Quality policies and procedures, ensure that all HSE measures and precautions are strictly considered and taken care of during the execution of Operations activities to avoid any activity which might lead to Health Safety and Environment incidents.
Guarantor of the HSE Management System.
Lead, supervise and coordinate the activities of HSSE staff and in conjunction with responsible Shams O&M (Operations & Maintenance) personnel support safety and environmental evaluation of Contractors and Contractors adherence to Shams HSSE and Quality policies and procedures while carrying out the work.
Key Responsibilities:
Risk Management
Identify hazards and appraise conditions which may cause accidents, analyse near misses, incidents and accidents reports, propose and implement corrective and preventive actions/measures
Develop, implement, promote, and maintain an HSE Management System including policies, programs, audits, and processes to identify hazards, assess and mitigate risks and environmental impacts
Traffic/vehicles accidents.
Exposure to Hazardous process chemicals on site during emergency response
Safety
Enforce Shams HSSE and Quality policies and procedures, and ensure that all HSE measures and precautions are strictly considered and taken care of during the execution of maintenance activities to avoid any activity, which might lead to Environment Health and Safety incidents / non-conformities.
Advise on HSE Legislation and standards and their application in the Plant, report of new Legislation, Norms and Standards modifications and propose relevant updates of Plant procedures.
Develop HSE requirements for Contractors, assess their HSEQ level and participate in their selection. Ensure Contractors have necessary competences and certifications to work in the Plant and relevant HSE Management System
Develop, issue, implement and update Plant HSSEQ procedures
Develop, implement, and maintain a Permit to Work System (risk analysis, routine work, hot work, confined space, vehicle, site access, etc …). Ensure risk assessment is done for all activities. Perform on-site audits to control measures are implemented and risks mitigated to as low as reasonably practicable.
Ensure all activities carried-out in the Plant are executed according to Shams Power Company HSSEQ procedures, standards and specifications.
Develop/ formulates activity plan on performance management plan for HSE Team members.
Development and implementation of HSE initiatives and procedures and update the procedures as per authorities requirement such as OSHAD and DOE.

Support HSE Officer after regular office hour, weekends and holidays.
Emergency Response and rescue
Ensure that all HSSE equipment (fire fighting, fire & gas system, emissions monitoring devices…) and all equipment required by the emergency response plan is regularly tested and in good operating condition
Organise emergency response, evacuation and emergency drills internally and externally with authorities such as Civil Defence.
Active member of Emergency Response Team during emergency according to ERT job ticket
Ensure contingency plans in a case of failure or unavailability of any part of the plant fire protection system or equipment.
Ensure the HSE team perform active fire and safety prevention measures onsite to prevent loses.
Environment
Issue environmental monitoring reports (waste water treatment plant, emissions, waste management, Quarterly Environment report...) to support internal and external reviews and audits.
Training and development
Ensure individuals’ development, especially UAE Nationals.
Elaborate, implement and monitor progress of Plant HSEQ improvement & training Plans. Arrange and/or provide HSE trainings to SHAMS POWER COMPANY employees and Contractors.
Assist in Developing HSE training matrix for Shams employees with HR
Develop self and others
Quality
Monitor and organise follow up of the different reviews and audit reports (shareholders, insurers...).
Audit other department in HSE issues
Develop and implement a Quality Management System
General HSE Management
Provide assistance to other departments as may require related to HSE.
Participate in Plant scheduled shutdowns and turnarounds.
Perform other related duties as assigned by Plant Manager.
Ensure HSE reporting to Plant Manager and Shareholders.
Ensure Security activities of the Plant (Plant access control...).
Manage subordinates, directly guide, supervise and assume responsibility for the performance of the HSSE personnel reporting to the role
Ensure liaison with HSE Authorities and with external organizations, such as fire departments, mutual aid and rescue partners.
Utilize yearly-approved budget.
Skills & Qualifications:
Required Qualifications
Bachelor / Engineering degree in Health, Safety, Environmental Sciences, OR a relevant Engineering background
Equivalent combination of experience or education from which comparable knowledge, skills and abilities have been achieved.
NEBOSH/equivalent Certification or as per UAE regulations requirement (when applicable) and driving license are required
Experience
At least 7 years’ experience working in field of HSSEQ in power plants, 4 years of which HSE experience in a similar position or a managerial role in a large power generation plant, oil & gas or continuous process plants.
Experience in HSE Management System.
Experience in leading continuous improvement activities is a plus.
Experience in Quality is a plus.
Skills
Highly proactive and self-motivated.
Leadership, team spirit minded good interpersonal, communication and influencing skills.
Proficient with PC software’s, able to write procedures and reports.
Good command of oral and written English and Arabic.
